This updates the default crypt method to use the cryptography module instead of the oslo crypto utils module. It also refactors decrypt to remove some duplication. This new patch fixes an issue with small keys. Change-Id: I3ef166d15306693f0589903785102a359834c307 Closes-Bug: #1468025
