Drop LBaaS v1 dashboard
LBaaS v1 feature was removed from neutron-lbaas in Newton. There is no reason we have LBaaS v1 dashboard in Ocata or later. Change-Id: Ic7d4ceea1943c3721500ce4b7f769b9dba28a359 Closes-Bug: #1624655
