Christian Berendt 0e407ab069 Add license headers to the panel/dashboard templates
This patch adds the Apache2 license headers to the panel/dashboard
templates used in the 'Tutorial: Building a Dashboard using Horizon'
to generate new panels/dashboards.

This solves the hacking issue 'H102  Apache 2.0 license header not
found'.
