Steven Hardy d77be6714a trusts raise validation error if expires_at is invalid 
Raise an appropriate error when the evaluation of expires_at
fails, otherwise invalid user input results in a 500 response

OpenStack Keystone

Keystone provides authentication, authorization and service discovery mechanisms via HTTP primarily for use by projects in the OpenStack family. It is most commonly deployed as an HTTP interface to existing identity systems, such as LDAP.
