For the moment, our devstack plugin can not install manila-ui plugin to horizon. But it would be really useful thing to do. Installing devstack with enabled manila we will have manila-ui plugin installed into horizon by default. Use env var "MANILA_UI_ENABLED" (default=True) to enable/disable its installation.
