Remove duplicated opts in manila/opts.py:
  - host_manager_opts,
  - simple_scheduler_opts,
  - capacity_weight_opts.

Closes-Bug: #1469304

MANILA

You have come across an OpenStack shared file system service. It has identified itself as "Manila." It was abstracted from the Cinder project.
