Julia Varlamova bec250e62f Add PoolWeigher for Manila scheduler ... Add PoolWeigher which enumerate all of the pools that have existing share_servers and give those pools a value of 1 while all the other pools should have a value of 0. Config option pool_weight_multiplier can be used to increase the priority of scheduling shares on pools with existing share_servers.
