Serg Melikyan 6c1f9fb72c Set template for docs
This change introduce conditional choice of template
for documentation.

When documentation is published to readthedocs.org default
readthedocs template is choosen, when documentation
will be published on docs.openstack.org default template for
Openstack Docs will be applied.
