Derek Higgins 864e209bfa Install tcpdump on Fedora

Tcpdump has a fairly small footprint and should be installed to all
images (it currently is on the ubuntu image by default). Sometimes the
reason you need it is also the reason its to late to get it.

To use a non-default URL for downloading base Fedora cloud images, use the environment variable DIB_CLOUD_IMAGES
To download a non-default release of Fedora cloud images, use the environment variable DIB_RELEASE
