[Django 1.10] Define TEMPLATES
In Django 1.10, one *must* define TEMPLATES, and set the BACKEND APP_DIRS to True. If this isn't done, the package cannot find its html templates. Change-Id: Ic4d238ad42931d71da00b468c5f9fd205fa9d4e6
