Sebastian Kalinowski 150f2b559e Respect format when printing Fuel's VERSION
* Used Serializer when printing VERSION
* Format flags are now a mutually exclusive
* Format is now stored in one parser attribute - before it was
  one boolean attribute per format
* APIClient.get_fuel_version() now returns Python dict instead of
  formatted YAML
* added 'consts' file
