Jay Faulkner 4f58317ce0 Add framework for doc building in ironic-lib 
This adds a doc build for ironic-lib. Currently the only documentation
is that generated from docstrings.

ironic_lib

Overview

A common library to be used exclusively by projects under the Ironic governance.

Running Tests

To run tests in virtualenvs (preferred):

sudo pip install tox
tox

To run tests in the current environment:

sudo pip install -r requirements.txt
nosetests
