Openstack infra now supports the upper constraints. So, this patch updates the tox.ini to pick requirements from openstack/requirements directly. Also added tox_install.sh script. Change-Id: I9e24bceda3026943f9815bcb513cde6c70c5e762 Closes-Bug: #1614361
