Andreas Jaeger f23a8a0a5d Set up translations ...

Set up the initial pot files so that the translation process works.
The translation server has been setup as well.

Note this uses oslo.versionedobjects with a "." since that's the name of
the git repository and that is the name used by all the scripting we
have for translation.
