Joshua Harlow e2cf0ea761 Move flattening to the action engine compiler

Since flattening is only one way to compile a flow and
nested flows and atoms into a compilation unit move this
functionality into the engine module where it is used.

There are various helper utils that are part of TaskFlows internal usage (and external/public usage of these helpers should be kept to a minimum as these utility functions may be altered more often in the future).
