blueprint ci-git-support
Fix update blueprint script to link to topics with prefixes.
Update rfc.sh to set topics to bp/FOO if a blueprint is mentioned
in the commit message.
Also update rfc.sh to handle multiple bug/bp lines gracefully
(it will only use the first).
