Code Issues Proposed changes

Jeremy Stanley resigning as an official (again) 

Since there's a good influx of volunteer OpenStack technical
election officials this round, I'm dropping back off the duty
roster. I'll still be around to help troubleshoot/patch the tooling
and answer questions.
