Currently if a repo doesn't have it's own bindep.txt we'll get http://git.openstack.org/cgit/openstack-infra/project-config/tree/jenkins/data/bindep-fallback.txt Which is much more than this repo needs. This has the benefit of speeding up jobs and avoiding (hopefully) the current issue with the ubuntu mirror Change-Id: I33a5ff2c31b7f9a656c48906b95480014f6eb740
