Currently freezer-api build are broken as pylint execution failes is atroid is not availble in test-requirements. Exec permissions of the file devstack/gate_hook.sh are added as the dsvm gate job was failing. Change-Id: I837e3fe973d72c792cb34711cef9f6507a004d49
