Cai Hui b008ef902d Update tox.ini and fix pep8 errors ...

1.Add [testenv:lower-constraints]
2.Add lower-constraints.txt
3.Check env:UPPER_CONSTRAINTS_FILE
4.Remove  passenv parameters which are not required
5.Fix pep8 errors
