OpenStack is dropping the py2.7 support in ussuri cycle.

freezer-web-ui is ready with python 3 and ok to drop the
python 2.7 support.

     Python 2.7 support has been dropped. Last release of freezer-web-ui
     to support py2.7 is OpenStack Train. The minimum version of Python now
     supported by freezer-web-ui is Python 3.6.
