If module 8021q doesn't loaded, then VLAN mode disabled on network interfaces. As result network packets don't send/receive via VLANs between Nodes. Change-Id: I7d4694ca5c165f2acd9ab5c54d07fad30a13fc60 Closes-Bug: #1525168
