Puppet-openstack modules for mitaka has 0 as default
for heartbeat_timeout_threshold parameter, that's why
we should explicitly set heartbeat_timeout_threshold
to default value - 60, using $::os_service_default fact
for all openstack services except Neutron,
because Neutron doesn't properly support it.
