Build doc/source/index.rst dynamically based on the subdirectories in specs/ directory that correspond to release version numbers. This allows to submit specs for new releases without manually creating a toctree. Header and footer templates added for building doc/source/index.rst file. Change-Id: I1985c1e770be3430a3699832d7b5b056dbf1faa9
