From Havana version glance was enhanced to be able to clean pending-delete images up based on their location status db recorded [0]. So from the release, we don't really need two separated clean up logics in scrubber internal any more - one logic to deal with booking file and db, other one to handle db duplicately which I'm going to remove here.
