Sean Dague 22a004da17 pin sqlalchemy to the 0.7 series ...

sqlalchemy 0.8 beta has hit mirrors, and changes dependencies, thus
breaking jenkins. This pins it to 0.7 series until all the projects
agree to move forward to 0.8.

Fixes bug #1073569
