Rename ‘Extended Maintenance’ SIG to the ‘Stable Maintenance’ 

As discussed in TC resolution[1], this is renaming
‘Extended Maintenance’ SIG to the ‘Stable Maintenance’ with no
change in this SIG role & responsibility.
