Create project rst2bash

Rst2bash will be part of Documentation team and follow an independent
release model. Rst2bash primarily focuses on validating install guides
by parsing the RST to Bash and running the generated bash code using
training-labs for deploying OpenStack cluster. Additionally also
generate OpenStack deployment scripts for training-labs.
