Add slaweq nomination as vice-chair 

I would like to nominate myself as vice-chair of the
Technical Committee for the 2023.1 cycle.

I was vice-chair in the Zed cycle already and I want to continue
helping our chair in all day-to-day duties.

Thanks for considering my nomination.
