JayF nomination for TC Chair 

As I said in IRC; my preference would be to serve another six months as
vice-chair and move to this role next cycle when I will no longer also
have duties as Ironic PTL.

However, as outgoing vice-chair, with no other candidates stepping up, I
will volunteer to take the mantle for the next six months.
