Clarify the support for linux distro

There is always confusion on supported linux distro testing
requirement on we need to have all projects need functional
jobs for those distros or devstack and tripleO testing it enough or
not. Example: https://review.opendev.org/#/c/720005

We cannot do each project testing on each distro due to limited
infra and developers bandwidth. Let's clarify the minimum testing
we need to call distro as supported in OpenStack.
