Propose Extra-ACs from I18n SIG (2025.1)

Those people are Foundation members and also active
translators on 2025.1 (Epoxy) from Oct 2024 to extra-AC deadline week.

It is necessary to grant those people ACs in order to make them
electorate for the next TC election on 2025.1 cycle.

It also reflects extra-ACs for 2024.2.
