Stop requiring public IRC meetings
As we look at alternatives to regular IRC meetings, lets move the requirement for meetings. To smooth the transition we keep the requirement that if any meetings happen they are kept open. Change-Id: I3242d256aeea75183acf9f848fbf1526d099ac87
