Making devstack-plugin-(amqp1|kafka) branchless

The QA team pointed out to us that usually devstack plugins are
branchless [1] (and tagless but that's already the case here).

They haven't been branched since ussuri, we think that we simply
missed to retire them few series ago.

I think that's the right moment to do a little spring cleaning.
Let's drop these deliverables.
