As far as we can tell, there is no networking-hpe repository anywhere. I
suspect the intent was to create said repo, but it was never created.
Thus, this should be reverted until that happens.

The Ia7509050693d81a4b3e01898ea4d5a6bfac3d598 change which
introduced openstack-ansible-rabbitmq_server repository did not
match the openstack-ansible-rabbit_server name used in the
I86b614926c136e9296444e1904f6624b31c4c5e8 governance change. Update
it in governance now to reflect the reality in our infrastructure.

When this resolution was originally adopted, the TC felt that the
term 'Stackforge' was still useful as a sort of shorthand for
'the area where unofficial projects can develop before they became
official'. In keeping with that, we have continued to refer to
the hosting space for unofficial projects as "Stackforge". This
has certainly resulted in people thinking our documentation was
out of date, and has also likely resulted in missed opportunities
to communicate that projects within openstack/ but not approved
by the TC are unofficial, rather than official OpenStack projects.
Let's drop the effort to keep using "Stackforge" in official
contexts.

This resolution suggests the adoption of a slightly different
wording for the OpenStack Mission, to include interoperability
and end users needs.

The version of the "4 opens" that was in the wiki had been
refactored when copied to the Project Team Guide, to get
rid of the "we follow this principles" section which was
partially redundant and not really one of the "opens". Some
bits were moved to the corresponding sections, and redundant
text was removed.
Now that the wiki version has been imported in governance,
re-propose this same refactoring for inclusion in the reference
document.

The project's stance on the Four Opens is currently in the wiki, which
isn't a great place for such an important piece of information. We
should make it a bit more official.

It has become clear that it's time for the TC to make a clear statement
about our intent on the point of Images and Kernels.
As an Open Source project, we have gone out of our way to enable
productization and differentiation by our vendors. Our 3rd Party CI
system is massive and Open- and our pluggability is almost cripplingly
comprehensive.
To give up on interoperable image uploads simply because a vendor would
like to do one thing that a little bit different isn't just wrong, it would
be giving up the ENTIRE effort.
We take a stand on very few things. We should take a stand on this.

Currently solum is using independent release model.
However, the cycle-with-intermediary release model is more
appropriate per the OpenStack release team as it allows the
project to be included as part of the OpenStack common
release which is performed by the release team every 6 months.

The keystoneauth-saml2 project is now retired. The repo had no
releases and it's functionality has been rolled into the new
keystoneauth repo.
