Let's reset the TC liaisons with empty list as we have
new TC members. TC members can volunteer to select the
interested projects for liaisons and for remaining one
we can automatically assign it using script.

I would like to nominate myself as chair of the
Technical Committee for Xena cycle.
I am serving as TC since Stein cycle, which is 3rd year. I am
trying my best to be more active in TC and leading the things
in various form, for example, community-wide goal, TC discussion
or any reach out to project teams. As TC chair, I would like to
continue the same and try to improve the TC interaction with
rest of the community.
Having my majority of the job time for upstream activities will help
me to fulfil all the TC chair duties[1] and to drive the new initiative
from TC or community.

As per TC charter, PTL and TC election needs to be held
in between of R-6 to R-4 of each release. To comply
that we need to make sure election schedule is prepared
well before time otherwise we may end up adding the
exception for the elections

Having this in TC chair duties can help to have election
on time. I think before R-5 is best time to check with election
WG on schedule preapration.

It was already mentioned that: "There is no minimum or maximum limit
on the number of goals to be selected per cycle".
With this change we explicitly mention that the TC can decided that
a release cycle can have no community goals.

As disscussed in Wallaby PTG [1], QA and Horizon team decided to
move the horizon dashboard test from tempest-horizon to Tempest.
Scenario tests in tempest-horizon have been merged into the tempest
repository. tempest-horizon is branchless so we can retire it
without a deprecation phase.

The Cinder project meets all the requirements for the api
interoperability tag:
1 - The project follows the OpenStack API interoperability
guidelines [0] when making changes to the REST API
2 - The Block Storage API v3 uses the microversions versioning
scheme
3 - Branchless API tests from tempest and the cinder-tempest-plugin
run on every commit

The Neutron project meets all the requirements for the api interop tag.
It follow the api interop guidelines, supports API discoverablity by
using extensions mechanism, and has branchless API testing through
tempest and neutron-tempest-plugin.

Add the rbd-iscsi-client repo to the cinder project. It will
follow the independent release model.
rbd-iscsi-client was added to global-requirements by commit
2ce1a5eaab. The cinder project is assuming maintenance of the
library.
