Ghanshyam Mann 88c7ecd780 Define testing runtime for 2024.1 release ...

Below are the changes from previous cycle
testing runtime:

* Adding Debian 12 version which is the current stable
https://www.debian.org/releases/
* Keeping Debian 11 as it was supported in previous
SLURP release
* Adding python 3.11 testing
* Removing GO lang requirement as we do not have any project
  on GO lang. We can add it once we have such project.

Other few important things to note:
* Keeping nodejs 18 LTS which expected EOL is in 2025
