make the devstack.localrc.example like the gate
This updates the example to give you a file that looks a lot more like what we test in the gate, including flipping NEUTRON on with a single flag. Just makes testing a lot simpler. Change-Id: I66a6990fb556ae670bd433e40e65e24ab7960701
