2024.1 Caracal moved to Unmaintained, hence projects' stable/2024.1
branches were deleted and unmaintained/2024.1 branches were cut from
2024.1-eom tags (stable/2024.1 HEAD before the deletion). So the
grenade job needs to use unmaintained/2024.1 from now on as
grenade_from_branch.
NOTE(elod.illes): octavia-grenade and heat-grenade jobs are failing
currently, so let's set these as non-voting to be able to fix rest
of the grenade jobs quickly.
