Hi, thanks for the review.

My initial goal was to push a POC to Rocky and then do the full implementation in Stein, but I was too late.

Now that we are in Stein, I'm going to implement template prototypes in Vitrage (https://review.openstack.org/#/c/627861/), and then I'll get back to Heat and do the full implementation. I update the spec accordingly.
