Andreas Jaeger f26534191e Cleanup docs building ...

a few cleanups:
- Remove obsolete sections from setup.cfg
- Switch to using sphinx-build
- Remove install_command from tox.ini, the default is fine
- Update pbr requirements
- Fix problems, mainly "Could not lex literal block"
- Use py38 job for Victoria cycle
