Network resolving in Manila when only subnet passed
We have no need in neutron network if we get neutron subnet, because there is a method to find network by its subnet in neutron. Also added check whether the provided subnet belongs to provided network. Change-Id: I25ee14a5132448f0c6a46699222fbc374afb04e8
