Enabling heat in DevStack

Download DevStack:

git clone https://opendev.org/openstack-dev/devstack
cd devstack

Add this repo as an external repository into your local.conf file:

[[local|localrc]]
enable_plugin heat https://opendev.org/openstack/heat

Run stack.sh.
