rabi 6ef5fa9adc Make API services with apache the default 
Run api services with httpd+mod_wsgi in devstack.
This also skips sighup tests conditionally.

Enabling heat in DevStack

  1. Download DevStack:

    git clone https://git.openstack.org/openstack-dev/devstack
cd devstack

  2. Add this repo as an external repository into your local.conf file:

    [[local|localrc]]
enable_plugin heat https://git.openstack.org/openstack/heat

  3. Run stack.sh.
