Steven Dake 2e1d08eaa1 Rename requires files to standard names

From bug report:
Rename tools/pip-requires to requirements.txt and tools/test-requires
to test-requirements.txt. These are standard files and tools in the
general world are growing intelligence about them.

HEAT

Heat is a service to orchestrate multiple composite cloud applications using templates, through both an OpenStack-native ReST API and a CloudFormation-compatible Query API.

Why heat? It makes the clouds rise and keeps them there.
