Heat dropped support for Python2 long ago, and python2 is not even available on some newer platforms, breaking installation of heat dependencies. Change-Id: I37cf23a71202396bd28cd780455f6278b42c6e4b

Heat
Heat is a service to orchestrate multiple composite cloud applications using templates, through both an OpenStack-native REST API and a CloudFormation-compatible Query API.
Why heat? It makes the clouds rise and keeps them there.
