Stephen Finucane 9ba72bbc18 cmd: Deprecate heat-manage migrate_properties_data command ... Well, we actually remove it but keep the entry point to avoid breaking scripts. This has been around since 2016 and anyone that hasn't upgraded now ain't upgrading. This is one less set of APIs to worry about when removing the use of autocommit.
