devstack already clones the source from the repo/ref provided to enable_plugin function. Having to re-clone heat effectively requires to also set HEAT_BRANCH separately which is unnecessary repetition and make it less obvious how to deploy Devstack+Heat from stable branches locally w/o Zuul Cloner with RECLONE=true. Heat
Heat is a service to orchestrate multiple composite cloud applications using templates, through both an OpenStack-native REST API and a CloudFormation-compatible Query API.
Why heat? It makes the clouds rise and keeps them there.
