Openstack infra now supports upper constraints for all jobs. Updated tox.ini to use upper constraints for all jobs. Change-Id: Ideae3fdbac5cd08bacad243302e6f8096346b4e0 Closes-Bug: #1614361
Heat
Heat is a service to orchestrate multiple composite cloud applications using templates, through both an OpenStack-native REST API and a CloudFormation-compatible Query API.
Why heat? It makes the clouds rise and keeps them there.

If you'd like to run from the master branch, you can clone the git repo:
