ricolin c385388ea1 Add support for a resource level external_id
This adds support for the following to the template:
 heat_template_version: 2016-10-14
 resources:
   ...
   res_a:
     type: OS::Nova::Server
     external_id: the-new-server-id
     properties:
     ...
